Business Incubators and Job Creation

Posted by: Mark Marich on March 19, 2010 Source: Policy Dialogue on Entrepreneurship

A House Committee on Small Business hearing earlier this week covered the topic of "Business Incubators and Their Role in Job Creation." Testifying before the committee was Dr. Robert Strom, Director of Research & Policy at the Ewing Marion Kauffman Foundation, who called the newfound attention "the silver lining to the economic crisis our country now faces."

Dr. Strom stressed the importance that new firms play in job creation and encouraged the committee to consider public policies "conducive to the birth and growth of new companies, regardless of where they begin," including:

  • Immigration policies that welcome talented potential entrepreneurs and even favor those immigrants who plan to start innovative, new businesses in the U.S.;
  • Regulatory frameworks that do not impose onerous compliance requirements on small businesses;
  • Intellectual property laws that strike the right balance between giving sufficient incentives to inventors and imposing legal roadblocks to new entrants;
  • Bankruptcy protection that mitigates the risks of business failure;
  • Antitrust laws that allow for healthy competition;
  • Marginal income tax rates that do not discourage entrepreneurial endeavors by minimizing their economic rewards; and
  • Financial systems that offer access to both debt and equity capital for new firms.

Strom's testimony (below) and the rest of the hearing are available on the Committee's YouTube channel.

New jobs can be only produced if there is new businesses setting up in the market. Its not possible to come up with a big organization every month, its not possible. Only entrepreneurship is the way, easier to start, less requirements and easy to manage, there is no burden of public or private parties. Thanks

Business incubators impacts are impressive. A recant study funded by U.S. Economic Development Administration revealed that business incubators create jobs at far less costs that other EDA investments. In fact, incubators create 20 more times more jobs than community infrastructure projects do.

As we are heading to economic recovery, various job opportunities are slowly getting available but still it is not in the appropriate ratio. Small businesses have always contributed to these job creations and business incubator is a great tool to encourage new businesses and small businesses.

While the local and national economies depend heavily on small businesses, 80 percent of all new businesses fail within the first five years. The emergence of business incubators for start-up companies has helped reverse this trend. Incubators received their first big impetus from the U.S. Small Business Administration, which strongly promoted incubator development from 1984 until 1987, growing from just over 20 incubators in 1984 to more than 70 in 1987 and over 950 in North America today.

New firms will definitely create new jobs in the market but there is a need to develop certain policies favorable for new firms establishment. Immigration policies can play an important role in attracting foreign investors. Thanks

Entrepreneurs can act as incubator for new jobs as this kind of businesses are easy to start and most of the time these are labor intensive in stead of relying more on technology, so the chances of new job are high in this case. Thank you
