The House of Representatives returns from a week-long recess with a full slate of hearings and activities of interest to entrepreneurs and those who support them. Highlights include Startup Day which puts 18 startups on Capitol Hill meeting with members of Congress and a hearing on efforts to boost technology transfer through a look at “creative approaches to the Bayh-Dole Act.” Other hearings cover topics such as the nation’s science policies, commercializing space, the looming fiscal crisis and small business lending.
Another week with a lot of activity on the House side. The JOBS Act is the focus of a couple hearings by the House Committee on Oversight & Government Reform while other topics include: research universities and technology transfer; international intellectual property enforcement; regulation of mobile payments and the future of video. Also, the pending increase on the capital gains tax is the subject of a joint hearing of the House Ways & Means Committee and the Senate Finance Committee.
Headlining the hearings for the week ahead is Fed Chairman Ben Bernanke presenting ‘The Economic Outlook’ to the U.S. Congress Joint Economic Committee (JEC), chaired by Senator Bob Casey (D-PA). Also, SBA Administrator Karen Mills addresses the SBA’s Management of Its Capital Access Programs before the House Committee on Small Business.
The recent return of Congressional leaders from a 5-week recess won’t be long-lived. With the heated presidential campaign in full-swing, members are focusing their current efforts in Washington on campaign-related events—and trying to figure out how soon they can escape back to their home states and districts to focus on campaigning there. That escape may come as soon as the end of this week. In the meantime, there are a number of hearings that may be of interest to our readers.
As we anticipated last week—well, us and pretty much everyone else who tracks the comings-and-goings of Congress—the House and Senate adjourned for a six-week recess so that they could focus on campaigning ahead of the general election in November. Somewhat comically (and predictably), Democrats called on the GOP majority in the House to postpone the recess while Republicans similarly chided the Democratic majority in the Senate – meanwhile, the media threw up its hands at both. The departure is the earliest pre-election recess since John F. Kennedy faced-off with Richard Nixon in 1960.
Another quiet week is in store in the Senate while the House tackles international patent issues, rising energy costs for small business and the impact of the Report on Carcinogens from the U.S. Department of Health and Human Services. Off the Hill, Senators Moran and Warner talk about the Start-up Act at the Woodrow Wilson International Center for Scholars while the Cato Institute ponders ‘Is Immigration Good for America?’
Congress returns from recess with a number of hearings of interest. The House Committee on Small Business takes a look ahead on “The Tax Outlook for Small Businesses” while other committee hearings target the dwindling capacity for bandwidth, advanced manufacturing, renewable energy technology, equity financing and more. Meanwhile on the Senate side, “Perspectives from the Entrepreneurial Ecosystem: Creating Jobs and Growing Businesses through Entrepreneurship” leads the way in the Senate Committee on Small Business and Entrepreneurship.
Two quiet weeks lie ahead on Capitol Hill as both houses of Congress are back in their home states and districts from April 2 – 15.

Congress is in recess with members back in their home states and districts as they focus on campaign work over the next several weeks. They will return to Washington at some point after the November 6 election.
