There is a lot of animosity in the design community towards sites like 99designs and elance, etc. There really is no way to determine the source for copyright purposes, there are potentially issues with re-used work, etc. I am not saying the service is not valuable, but they are right in saying that they "do it in a timely fashion without the usual risk or cost associated with professional design". They have very unusual risks that you normally don't encounter when you hire a professional or agency to do you work.

We have used 99Designs several times for several purposes. While there maybe issues within the design community (and I can well understand why), for sourcing designs as a systems developer it is legion.
The business model is so much more sensible. With 'normal' business models, you select the supplier before you see their designs (schtoopid). With 99designs.com, you select the design along with the supplier (clever).
We recently worked with a local design company. They were good competent and intelligent people but were not able to produce a design to match my requirements. They had three attempts. Their designs weren't bad and there was nothing much wrong with my brief, but we never really met in taste. They wasted time and money and so did we. 99Designs prevents that happening. From a buyer's perspective it has massive advantages.
