Where Will the Jobs Come From?

While the American employment situation has begun to improve in recent weeks, the unemployment rate still hovers near 10 percent and millions of people remain unemployed, with long-term unemployment at an all-time high. There are distinct worries that the United States may experience another "jobless recovery," and even the Obama Administration expects unemployment to remain above 8 percent by the end of 2011. The natural question for policymakers, then, is where will the jobs come from? How can American job creation once again proceed rapidly?
The answer, perhaps surprising to some, is that new jobs in this recovery will come from where they always have: new and young companies. While the job creation discussion usually defaults to a dichotomy between big and small companies, often ignored are the new startups and young firms that create a substantial portion of new jobs. Most of these young firms, of course, start small, but the American economy thrives, in part, because a substantial number of these startups grow rapidly into scale firms.
The relevant policy question is how the United States can encourage higher levels of firm formation and what, if anything, can be done to stimulate more high-growth companies.
