The House of Representatives formally adjourned last week by a vote of 210-209 (with 39 Democrats joining Republicans in voting against adjournment). Members will return following the November elections, with a very likely possibility of a shift in the balance of power in the House back to a Republican majority.
While the Senate is still technically in session, thanks to a deal between Senate Democrats and Republicans aimed at blocking recess appointments by President Obama, no substantial business will be conducted.
