Among the 15 largest metropolitan statistical areas (MSAs) in the United States, the highest entrepreneurial activity rate in 2009 was in Houston at 0.63%. The largest MSA with the lowest rate of entrepreneurial activity was Seattle at 0.16%. Source: Kauffman Index of Entrepreneurial Activity
